The observed-day rule

When a federal holiday falls on a Saturday, federal employees get the day off on the Friday before; when it falls on a Sunday, they get the Monday after. Holidays fixed to a weekday, such as Labor Day or Thanksgiving, are never moved. Banks and private employers usually, but not always, follow the same rule.
